With THE LOSS OF MIDDLE CLASS JOBS we
become a 2-TIER **Latino-like** SOCIETY
divided economically into two (2) groups:

i) those with PERMANENT JOBS (public, para-
public sector SYSTEM WORKERS, business
owners, religious personnel);

ii) those with VARIABLE JOBS (contractual,
part-time workers) who will experience JOB
SCARCITY during periods of LOW ECONOMIC
ACTIVITY.

With NO! INCOME SUPPORT and TOO LITTLE
$$$ circulating in the economy, there's a RISK
of ECONOMIC COLLAPSE when value of the
currency is reduced to ZERO.

This happened to Argentina.


11a. Poverty and Rental Payments
==========================
The RULE OF THUMB regarding rent is that
it is supposed to be NO MORE than 1/3 of
the net monthly income.

To be obliged to PAY MORE than 1/3 is to
LIVE IN POVERTY.

To apply THIS MEASURE OF POVERTY might
put THE MAJORITY of Canadians living in
poverty in one of the RICHEST nations in
the world.

What happened?

6% rental increases surpassed 2% wage
increases over the decades making rent
LESS AFFORDABLE over time.

In 1977 I was paying $200 on a 1-bedroom
apartment and $700 in 2007.

Many people in my apartment building in
downtown Ottawa were paying $850+
for a 1-bedroom.

The MINIMUM WAGE certainly did NOT!
go up 6% every year.

Who got HURT THE MOST?

The WORKING POOR with families.

Should the Gov't IMPOSE rent controls?

For sure.

The ÉPC will ensure rents don't up more
than 2% a year.

(Incidentally, I noticed that the City of
Vancouver offers RENT SUBSIDIES to
those earning LESS THAN $28,000 a
year.)


12a. Poverty = Starvation
===================
A VERY! RECENT university study confirms
that 2/3s of the Poor are NOT! eating
adequately: in other words they are
starving themselves to death.

POVERTY in Canada leads to STARVATION.

Often college/university students living
away from home will survive on pop corn
and cereal towards the end of their school
term, but once they're back home they eat
regularly again.

I, myself, was SO POOR that I ate one
meal a day in my first years in residence
at the University of Ottawa: in fact, in my
1st year I even ate dog biscuits to deal
with hunger pangs.

When I spent six (6) days out of seven (7)
in Eastside Vancouver from mid-April 2007
till July 2007 I learned that after 24 hours
the Poor forget to eat and only remember
to eat on the 3rd day.

This HABIT of IRREGULAR EATING causes
the mind to go and leads to starvation,
sickness, IMMOBILITY due to a lack of
energy, and INDUCES SLEEP.

People living in CHRONIC POVERTY are
FORCED TO SAVE MONEY by surviving
on tea and biscuits and drastically LOSE
WEIGHT.

They CAN'T GO ANYWHERE because they
don't have the $$$ to pay for public trans-
portation so they remain HOME BOUND.

After a time they become EXTREMELY
FRAIL: their health goes and they die.

This results in the :LIFE EXPECTANCY
of the Poor in Canada is significantly
REDUCED!

Who's to BLAME?

The GOVERNMENT!.

In Europe the Poor get **MORE** THAN
DOUBLE what the Poor get in Canada.

And Canada is ONE OF THE RICHEST
COUNTRIES.

THE PROBLEM is THE GOVERNMENT!


13a. The Poor DRUGGED!
====================
The 1st THING a person is given on social
assistance is his/her DRUG BENEFIT CARD.

Though the Poor are **LACK** $$$ for THE
ESSENTIALS like food and rent, they are
GIVEN **A LOT** OF FREE MEDICATION that
keeps them docile and COMPLIANT with a
CROOKED! SYSTEM that DEHUMANIZES them
by reducing their quality of life.

The Gov't spends a lot of $$$ on medication
for them so they can deal with their DEPRESSION.

The DEPRESSED! POOR go to Emergency
several times a month: this costs the tax-
payer a lot of $$$ needlessly because it
can be avoided by giving the Poor the
necessary $$$ so they can LIVE DECENTLY.

One (1) in three (3) persons in our hospitals
are there due to poverty: giving the Poor the
necessary $$$ to LIVE A DECENT LIFE will
easily reduce hospital costs by 1/3.


14a. Income Support NEEDED!
========================
Those with variable and part-time jobs need
INCOME SUPPORT from the GOVERNMENT.

The NEED FINANCIAL HELP to buoy them
through periods of low economic activity
when they canNOT find a job or when they
can only work at a part-time job until they
can get full-time work.

INCOME SUPPORT is GOOD FOR THE ECONOMY
because it buttresses the economy against
economic collapse.

The more $$$ circulating in the economy, the
STRONGER the economy is and vice versa.


15a. Social Assistance Budget Dilemma
==============================
Any money earned is taken off the NEXT
MONTH'S social assistance cheque.

This makes it IMPOSSIBLE for those on
social assistance to work part-time.

How RIDICULOUS!
is that?

It's PERVERSE.


b. The March 26th 2009 Ontario Budget
==============================
1b. BEWARE!
===========
In this budget there is almost NOTHING! for the
JOBLESS.

NO! INCOME SUPPORT.

The GOVERNMENT has a long history of:
- NEGLECTING the Poor;
- NEGLECTING the youth;
- NEGLECTING 1st Nation Peoples.

NEGLECTING THE JOBLESS just accentuates this
INNATE **oligarchical** Police State TENDENCY
of SERVING THE ELITE: THE RICH, GOVERNMENT
(SYSTEM) employees (*especially* the Police),
elected officials, and their children.

This tendency by Police State Governments to
look after THE ELITE is quite COMMON in Latino
countries.

This budget clearly NEGLECTS the JOBLESS.

YET!

The Toronto Star calls this budget which has
been a long time in coming - two (2) months
after the federal budget - a "bold document
for tough times".

BOLD???

Let's see.


2b. PRE-BUDGET Announcements
===========================
On March 23rd the Premier of Ontario,
Dalton McGuinty in reference to the
$27.5 *infrastructure* stimulus budget,
($9 billion of which will go towards trans-
portation projects, $7 billion towards
health care projects, 4 billion towards
education projects) said that this would
create 146,000 jobs the 1st year, 168,000
jobs in the 2nd.

"Obviously, we're going to be as rigorous
as we possibly can be to ensure that the
taxpayers are being served well, the money's
being used wisely, and it's creating the jobs
we want to have created."

HOW did he arrive at THOSE SPECIFIC!
numbers?

Real or IMAGINARY?

MYSTERY!


3b. MISDIRECTED! Ontario Budget Highlights
===================================
--->The $37.5 BILLION ($32.5 BILLION+$5
BILLION from Ottawa) in INFRASTRUCTURE
SPENDING over 2 years for building, repairing
roads, hospitals, schools, ... .

This creates jobs in the construction industry,
but does NOT help THE MAJORITY! of the JOBLESS,
50% of whom are WOMEN.

According to a April 9th 2009 Toronto Start
newspaper article entitled "Harper boasting
Canada leads in stimulus plan", Prime Minister
Harper said during a stop-over in Moncton, NB:
"We want to make sure we are putting people
to work in this construction season."

Sounds sincere,
but is it?

The infrastructure spending also includes
money for TRAINING PROGRAMS that will
be USELESS! IF there are NO JOBS.


4b. Ottawa's $5 BILLION: CONDITIONS!
===============================
Municipalities received the project criteria
MID-April 2009 and the deadline is May 1st
2009.

Why SO LATE?

Is the federal GOVERNMENT PLAYING GAMES?

To be eligible the municipal projects need to
meet these conditions:
1. they must be NEW! projects;
2. the construction work must be completed by
    the end of March 31st 2011;
3. HALF of the spending must be in the current
    fiscal year ending March 31st 2010.

Ironically, there is NO "official" DEADLINE for
Ottawa to processing these municipal project
proposals.


5b. Chinese Head-Tax Compensation: a Repeat?
=====================================
Remember when the Government decided to
finally compensate for the Chinese head-tax.

The Chinese-Canadian community after a 10-year
period of deliberation period found 4000 deserved
compensation. The Gov't added EXTRA eligibility
CONDITIONS reducing that number to 400, 10%.

Was the GOVERNMENT being NASTY or SMART?

--->Lowering the business tax rate to 14%, July
1st 2009, (12%, July 1st 2010; 10%, July 1st 2013)

This HELPS CORPORATIONS financially.

It does NOT! HELP to the JOBLESS who NEED JOBS.


--->Lowering small business tax to 5.5%, July 1st
2010 (4.5%, July 1st 2011).

This helps small businesses stay afloat.

It does NOT! HELP to the JOBLESS who NEED JOBS.


--->Lowering manufacturer's+processing taxes to
16.7% July 1st 2009 (12%, July 1st 2010; 10%,
July 1st 2011).

NO! JOB CREATION here.

Therefore,
NO! HELP for the JOBLESS.


--->Tax harmonization.

HOW! does this help the JOBLESS?

It doesN'T!

Instead it makes them POORER!


--->$3 MILLION towards the creation of "community
hubs" in LOW INCOME neighbourhoods.

Is this NECESSARY?

The Poor are already OVER POLICED.

WHAT! does it do for the JOBLESS?

ZIP!

It just makes Canada
a MORE! FASCIST Police State
where the Poor have always been
the SCAPEGOAT of a CROOKED PERVERSE!
SYSTEM OF behind-closed doors GOVERNMENT.


--->The $750 in COMBINED provincial and
federal HOT WATER tank rebates.

Does this help the JOBLESS?

NO!

It helps those that have a job like SYSTEM
(Government) employees that doN'T **need**
this MISDIRECTED! financial help.

HOW MANY jobs will this create?

FEW! and just for the duration of the rebate.


--->1-time payment of $1000 in three (3)
installments starting NEXT! year (NOT! now),
but between June 2010 and June 2011 for
families whose combined income is $160,000
or less.

That's LESS than $100 a month over a 1-year
period: PEANUTS!

It's USELESS!
for families on social assistance because
they have to declare it and it then gets
DEDUCTED! off their NEXT MONTH'S social
assistance CHEQUE.

WHY! does the GOVERNMENT help those
who doN'T need help, people with jobs,
and NOT!  HELP those that NEED! financial
HELP, the JOBLESS?

Where's THE LOGIC?

The GOVERNMENT is CLEARLY being PERVERSE!


--->Individuals earning $80,000 or less will get
$300 NEXT! year June 2010 (NOT! now): PEANUTS!

This is USELESS!
for individuals on social assistance because they'll
have to declare it and it then gets DEDUCTED! on

--->The Child Benefit will be phased in over a
2-year period going from an initial $600 to
$1,100 a year: PEANUTS!

WHY! over a 2-year period?

6b. Toronto Social Housing CRISIS!

Habitat Canada states that there are 66,000
FAMILIES waiting for social (affordable) housing:

30% live BELOW! the POVERTY LINE: 200,000
are children.

25% of these families have TROUBLE paying
their rent.


7b. NOT! in the Public Interest

The federal and Ontario budgets are NOT! in
the Public interest.

They doN'T help the JOBLESS.

Is the GOVERNMENT competent enough
to keep  the economy of Canada afloat?

Small business creates 80% of the jobs.

The budgets needed to do three (3) things:
1. create jobs
2. help small business
2. reduce government costs.

They did NOT!


2c. Canadians: POWERLESS

Canadians are powerless when it comes
to finding out WHERE the money in these
budgets are going and WHO is benefiting?

Bay Street organized crime?

Perhaps and QUITE LIKELY.

How can Canadians know for sure?

THEY CAN'T.

That is *THE* PROBLEM.

Canadians are HOSTAGES to SECRETIVE
behind-closed door system of CROOKED
GOVERNMENT in the opinion of the ÉPC.

The ÉPC sees Canadians as VICTIMS OF
BLIND! TAXATION by a CROOKED self-
serving SYSTEM of GOVERNMENT that
canNOT be trusted to act in the Public
interest.

This kind of government is FASCISM!


3c. FOR EXAMPLE

For example, what percentage of the
City of Toronto contracts go to U.S.
companies or Canadian companies
owned by U.S. companies?

How can Canadians FIND OUT?

THEY CAN'T.

That is *THE* PROBLEM.

The Americans seem to be draining
the Great Lakes; they could they also
be draining the City of Toronto.

How can we measure the RATE of the
Americanization of Canada?

CAN'T!

How can we buy Canadian when nearly
everything Canadian is owned by the
Americans?

That seems NOT to be a concern of any
other political party other than the ÉPC.

Molson Canadian was bought by American
Coors on 14 March 2005 and shortly after
RETIRED! the "I Am Canadian" slogan in
favour of the new slogan, "It Starts Here".

Molson Canadian was the 2nd oldest
Canadian company after the Hudson
Bay, BOTH are now AMERICAN OWNED.

Now, the Government of China has become
the largest condo builder in Vancouver and
Toronto and operating a VAST ARRAY OF
BUSINESSES and encouraging a mini-
Chinese invasion of Toronto and Vancouver.

This is THE GOVERNMENT OF CHINA.

WHAT! is exactly going on here?

How can Canadians find out?

THEY CAN'T.

That's *THE* PROBLEM.

Ironically, according to the ÉPC the Toronto
Police Force has MANY! CIA African-American
and Mainland Chinese undercover cops who
have Canadian citizenship.

Should Canadians born abroad be working
on any Canadian Police Force?

The ÉPC thinks NOT!

Yet, the Vancouver Chief of Police is a
Mainland Chinese person.

Will Chinese-Canadian criminals be going
to jail?

NOT LIKELY.

Is CSIS (Canadian Security Intelligence
Services) concerned about this?

What are the chances?

(Interestingly, CSIS was designed by the
Americans and its MIND SET seems to
controlled 100% by the Americans. Are
they USELESS or what?)


4c. POWER 2the PEOPLE
====================
POWER 2the PEOPLE is the "official" slogan
of the ÉPC.

Why?

The ÉPC will REDESIGN the GOVERNMENT
so that Canadians will be able to financially
MONITOR THEIR! GOVERNMENT just by using
the Internet.

Canadians will be able to find out WHO are
making the financial decisions, WHO they are
associated OUTSIDE the Government, WHO are
benefiting and WHO they are associated with.

FINANCIAL IRREGULARITIES will be reported
at the Canadian Information Agency (CIA)
website and forensic accountants with Police
enforcement powers will report back WEEKLY
what is being done about the matter.

The ÉPC calls this CLEAN GOVERNMENT BY
DESIGN.

It's REVOLUTIONARY!
